However, Gaga may has been teasing it all time and we haven't noticed. Gaga got a tattoo that is a chromatic scale, a musical scale with twelve pitches. Everything would now make sense. Like you said, if it was a chromatic scale, it would have 12 notes on it. An 8 note octave with 4 sharps or flats added in. But her tattoo has 2 notes. Not a chromatic scale.
