So is she lesbian?

No. Queer doesn't mean gay/lesbian or straight.  It is simply a vague term that people use to describe themselves if they don't necessarily fit into gay, bi, straight, pan...

Sexuality fluid people sometimes use Queer as a label

On the one hand I agree that only actual ballroom veterans/experts should judge, on the other hand I also see how having someone who is not that familiar with the culture but open-minded giving their perspective makes sense for a TV show.

When you go to actual balls of course the attendees are gonna be mostly members of the community themselves. With a TV show however, you're gonna have an audience that doesn't necessarily know anything about that scene so having someone in the jury who represents them might be appealing, at least until the show is more popular and has established an audience so they know who exactly to cater to. But when it's first starting I'm guessing one of it's goals is also to educate or inform its audience about ballroom culture.

So I would just hope that her popularity and experience will help get the show off the ground (if it's any good) and once it does, they may get judges who are more well-versed in the scene. But we will just have to wait and find out. You just gotta remember that this is a TV casting show. Not a story-telling show like Pose.
