A billboard is way cheaper than promoting a single  Sending it to the radio costs money, people. Playlist placements, banners etc.

Plus it's for different purposes anyway? FYC is for award purposes, a single is for commercial purposes. 

 

Then if they really want awards they need to pony up the cash and not take the cheap route.

I didn't even say they have to promote the single. Just release it and let the public make it a hit since she had momentum.

Every artist has FYC this time of the year, but the ones who get nominated and remembered are the ones who had recent hits. A hit single is more important.
