There's a high pressure system over the gulf moving clockwise which is blocking the storm from moving pure west, and the airstreams over the midwest and northeast are predicted to dip into the upper Carolinas, which will pull the storm northeast. Of course those two cancel each other out, which is why Dorian is predicted to move so slowly, although the airstreams will win in the end and pull it away from Florida.
