When the singer still didn’t come onstage, a large collection of fans started slow hand-clapping her.

Sounds like it because she was late and ran out of time. Concerts have curfews.

Edit, yes: "Lady Gaga debuted her set 15 minutes late and because of that, her set was cut during the performance of Poker Face on the piano."

By allotted stage time, do they mean past the time she was meant to perform, or 15 minutes past the start time of the concert?

I remember this...she was late. It would of been okay if she was a headliner but at festivals they only have so much allocated time between acts to set up and she got cut short because it would of made the next act delayed.

Same thing happened to FKA Twigs a few years ago at Coachella—she was cut off mid set. I think Florence also got cut off mid set at a festival several  years ago. Festivals have strict time limits (for a reason) and will cut acts off even if they are only 10-15 minutes late.
