Poker Face was a huge hit but it's not exactly what I call a cultural phenomenon like BR and Shallow.

Sorry but Poker Face IS Gaga's biggest hit (sorry y'all) it's outsold Bad Romance almost twice; and it's clearly Gaga's biggest cultural phenomenon ever and it will never be surpassed

Trust me. Just Dance is huge and is very well known. I really disagree that Paparazzi is well more known than Just Dance, maybe in some countries, but worldwide no. Alejandro, maybe. It's a staple hit in Europe, more than Just Dance. But, Just Dance clearly had way more impact than Alejandro. Just Dance had very long longevity

Well, in Europe Paparazzi is literally Gaga's most known song though, more than Poker Face to be honnest. Its moment didn't last enough because of Bad Romance being released to early (both song really suffered from that here) but it has still has its beautiful moment and everybody loves it. Let's also say that Paparazzi ended up eating Bad Romance.

Not that they're not good (they're great) but Born This Way and Just Dance have nothing to do in Gaga's best songs list imo. I guess it's not a very popular opinion but to me, Born This Way is one of the/if not the weakest song from that album, and Just Dance just can't be considered better than The Edge of Glory for example

Well, it depends. One of her biggest, definitely. Her biggest? Maybe. Considering how different the music industry landscape is today and how difficult it is for a song to be a success, Shallow might have sold 2x as much if it were released in 2010, or might have sold 2x as little. Since Shallow was released in another time as Just Dance, Poker Face, Bad Romance and Born This Way, it is hard to compare. 

I often feel like Shallow has a bigger cultural impact than her previous hits though.
