It's smart. Taylor Swift didn't headline a tour until Fearless for a reason. Instead of a theater tour, she opened for everyone big in country music and went right into arena touring. Gaga was also very blunt about courting Arthur Fogel and Live Nation, though it was a club/theater tour. 

"I remember I went home and I was with my dad and he said, 'I don't understand. 'Bad Romance' is out. You are all over the radio. Everyone is talking about you and you don't have a pot to piss in.' I said, 'Just let me do this. Let me just put it on the stage because I think if I can do this I can get Arthur Fogel's attention.' And I did. It's what I really like about Gaga. She knows what she wants and she works so hard to get there. A true inspiration.
