From what I can recall Carter was already concerned about Gaga's public image even before she released BTW, the album. If he suggested or insisted on having Judas as a single, then the only explanation would be that the song was "similar" to BR, a song that gave her a whole new status in the music world. Imo TEOG should have been a single right after BTW or maybe even it should have been a lead single? Idk. IT def helped her to do some damage control after Judas.
