I know that's not a popular opinion tho well, for me the big difference is that Katy's videos value is on visuals, while Gaga has a great amount of videos which value resides not only on visuals but also artistry, risk, shock, controversy, etc. That's why I would pick Gaga over Katy always even if she has been more consistent on her visually pleasing videos, but the other elements are nowhere to be seen. To make it short: To make them great, Gaga's videos required artistry, Katy's required huge budget and that's it. gaga's problem is, like as you said, that none of those elements that made her videos above everyone else are present since G.U.Y. It honestly looks like they hired a team of children to work on these videos. Gaga's videos on the other hand always look technically and artistically good. Even Million Reasons, which was not well executed, you can still look at any shot and think : okay, this is professionally done. The aesthetics of The Edge of Glory are beautiful, even if you don't like the whole video. Perfect Illusion had an interesting concept visually speaking and it probably required a lot of work to manage to shoot it the way it was shot, but still showing exactly what had to be shown. John Wayne is generally good, even by Gaga's usual standards You see most of Katy's high budget videos and think... Was there really a team of professionals, with years of experience in their industry, working on this ? It's everything : the video, the fashion, the scenery... You look at most blockbusters and even them have a better production than that. Some of her early videos are more simple but at least visually acceptable.
