Each EU country can make their own laws about the directive, as long the results are similar. It can take more than two years before anything happens. Also, this wont affect smaller and/or startup companies, which has less than 5million active users. Meaning it will force those big companies actually pay taxes and royalties for the content that is showed on their sites. The change is good. It will give power for the real owners of the content, or atleast a way to get paid for their content. Also, this will only affect stuff that is protected, and not many memes are owned by anyone. Do you know what publisher participation is? This means that publishers can take the royalties of the actual authors because reasons. This publisher participation will come back to countries like Germany (who banned this in 2016) thanks to not only article 13 but also article 11 and 12. The actual authors will get less than before and the publishers will create even bigger publishing company and drive smaller publishing company out of business. This is not a change for the positive. It's just that if a national government can't force their agenda through at home they try to squeeze through the EU. Don't forget that this actually already failed last year but the lobbyists didn't want that so they let them vote until they got what they wanted. While I do agree that this whole thing might be blown out of proportion, I don't think that Article 13 is a useful or fair directive at all, despite its ostensibly "good" intentions.
