I think they just didn't focus on the US. Katy wasn't as big WW like Gaga while Gaga wasn't as big in the US. They had different priorities. She smashed despite all of this, which is why her team started to panic during ARTPOP. They didn't expect Gaga to ever have to work for her success. Paparazzi deserved to be the 3rd single and that was the 1st major mistake of Gaga's management. Second one was not releasing a 4th single off TFM and performing it at the '10 VMAs. I actually think Starstruck should have been the third single. Flo Rida was hot back then, it would have been a surefire #1. Isn't it like Gold even though it's just an album track? Monster should've also been the fourth single of TFM. Judas should've lived a shelf life and stayed on the album. DWUW should've never been released, while Gypsy really needed to be released. Obviously, Starships and Superbass are pop songs, but it doesn't change the fact that they are MILES bigger. They were huge hits in Europe. Cardi B is basically N/A there.
