For Perfect Illusion, Kevin Parker is the first songwriter credited, because he has the highest percentage of songwriting. Likewise, in other songs that Gaga wrote mainly by herself, she will be credited first. It's a fair and objective look at how songwriting works, but y'all keep taking irrelevant examples like Till It Happens to You. That song was written by Diane and Gaga is credited for 10% of the songwriting, NOT for changing a lyric but for restructuring the song and tone of it. Diane has confirmed this before.
