But at the same time Bad Romances views by 2019 standards isn't that out of this world anymore so if she can't surpass a video from 2009 with a big hit that's not a good sign  so In a way I wanna see it surpassed

My thoughts exactly  But we have to remember quality does not translate to views right now, ppl watch the video only for the song mostly, so, based on the song, Shallow deserves the #1 spot 

(I'm not saying Shallow is better than BR, only that both are amazing songs, and neither is undeserving of the #1 spot)

I think the reason views are so much higher now than before is 2 reasons:

 

#1 More of the older generation use YouTube now as well vs less of them when it first became a thing

 

#2 internet usage has surged over last decade in the developing world adding many more people globally as an audience to be able to access videos
