(Canada and The United States placed 6th and 25th respectively. Canada qualifying as a full democracy while the US qualified as a "Flawed Democracy".)

 

"DEMOCRACY stopped declining in 2018, according to the latest edition of The Economist Intelligence Unit’s Democracy Index. The index rates 167 countries by 60 indicators across five broad categories: electoral process and pluralism, the functioning of government, political participation, democratic political culture and civil liberties. It is stricter than most similar indices: it concludes that just 4.5% of the world’s people live in a “full democracy”. However, the overall global score remained stable in 2018 for the first time in three years. Just 42 countries experienced a decline, compared with 89 in 2017. Encouragingly, 48 improved."

I'm not too familiar with the political situation in Spain besides corrupt officials, so I may be way off base on this, but this judges countries on a large number of criteria. China for example got points for strong separation of church and state. This also takes into account the opinions and actions of the local populations which may skew the data, but it is ultimately leveraged by professional opinion. Spain highest scores were in "Electoral Process and Pluralism" and "Civil Liberties".

By what criteria do they measure the level of Democracy.  ???

Simply voting for a dictator (or else) can't be considered a peoples choice government.

USA isn't  perfect either, look at who got elected for President....😎
