Probably because they want all the voters who support A Star Is Born to vote for one single song that is Shallow instead of having some of them vote for the other nominated song.

i mean.. isnt this kind of a smart move? besides shallow was well received by the gp and like almost everybody who's watched the movie told me they loved it

It means the songs that do not make it to the shortlist will not be nominated, and the ones that made it, will be considered for a nomination. (Usually) Only five songs will be selected from this list.

Kanye lost the Grammys against Adele 21 because of split votes. He had been nominated for Watch the Throne and the master piece MBTDF. If shallow, INLA and ARUTW were nominated it would happened the same.

I think TEOG tops both, but regardless nif either of our opinions, no label should be dumb enough to send TWO songs that weren't even that big hits.
