Playlists are made by people who work in Spotify and basically they just different taste. The promo for Rebel Heart was MASSIVE. Living For Love was promoted heavily on all services at the time, and there was even a radio deal in place. However, since Madonna doesn't have a great appeal these days, money can only help you so much. It's like advertising a product. Yeah, a lot of people see it, but no one wants to buy it. Madonna may be hungry for hits but in this day and age even the exposure TTH wouldn't give enough of a return on investment on her songs so her label wouldn't bother. YouTube has the recommend videos algorithm, Katy is/was in particular notorious for having (sometimes multiple of) her videos pop up in nearly every pop song's recommended videos Link to post Share on other sites More sharing options...

I don't really think Interscope is going to venmo Spotify a solid $2,000 so Gaga can get three songs on their top tier playlist. There's definitely swaying and campaigning, but we aren't really at that point yet. However, in the coming years is that where we're headed?
