There's no way to enforce it whether it's a rule or not

It's not really a secret that voters don't always watch every film or performance. They obviously should, but they don't. That's a large reason why campaigning is important too - even when Gaga was nominated for Til It Happens to you... She went around and performed it at lunches and campaigned hard with Diane Warren because not everyone voting in that category was going to have watched The Hunting Ground and be familiar with the song... They likely all heard the James Bond theme song though.

Oh wow I knew some voters didn't watch all films, but I also knew they chose to abstain from voting. I didn't know some of them even went on to vote nevertheless.

In this case I'm glad Warner is pushing A Star Is Born so hard, which is still a commercial movie in its essence.
