In the past, re-issuing was a great way to package an album that was badly timed and sold badly but now it's only done when the album has already been a massive success, selling millions worldwide. If it's any less than that, it's deemed as being greedy. 3 new songs, which are probably all singles anyway, can just easily be released as stand-alone singles, part of no album.
