That "warp" was popularized in the 1991 rave techno tune "Mentasm" by Joey Beltram and was copied relentlessly. But the one sounding most like the one in BR is Human Resource "Dominator". It's used in a song from big freedia's new EP and I wondered why the song used the same synth as bad romance. I had no idea how popular it was even before gaga came around.
