Yeah a "liveable city" isn't the only criteria I would look for somewhere to live. For exemple, Montreal might not have the same financial buzz and infrastructure quality of Toronto but it's much more fun and the rents are not insane like in Vancouver. On the other side, for exemple, Paris is probably "too much fun" so the payback is that you have to deal with heavy tourists crowd and unaffordable rents.
