If he was 17 and she was 13 then he really isn't one... but if he was 18 (pushing 19) and she was 13 then he is. According to the DSM and ICD.. True, I just hate how he's being labelled as something he's not because people are too ignorant to do a google search.. I mean I don't feel sorry for him because he pretty much asks for all the hate starting beef with every other SoundCloud rapper in the game, and doesn't even seem apologetic for having sex with the girl. I know that there are other places in the US that differ, but 18 is usually the number people go to. That is pedophilia. At 14, you're not at the age of consent for consensual sexual activity.
