So it's deliberate, but they're also still kinda trying to figure out how to make it work? 'Cuz they certainly haven't perfected it. They're in a weird zone between how Gaga used to promote in 2008 - 2011 and how Beyoncé promotes now (by being mostly absent). I get the impression they've been (maybe still are?) wary of streaming. I'm sure there are reasons why (my best guess is they'd rather get that pure sale $$$ even if it means her streaming numbers suffer), but hopefully they know it's an important platform to invest in going forward. It's not 2014; even Taylor Swift needs streaming for a hit, so no need to be precious about it. And not doing bundles after the Super Bowl really does feel like one of those blatant, frustrating missed opportunities. Keepin in mind that Gaga didn't receive a single penny from Spotify until recently and that tracks that are on Today's Top Hits are exempt from generating revenue (in exchange for the placement on the playlist), their half-hearted Spotify presence made sense. Like... why would Gaga, her team or her label bother to go all out on Spotify promo if they didn't get any money back in return? They're doing it for actual monetary profit and not just for stats so stans can argue about it on the internet. She's an artist, but also has to be a business woman. I think The Cure was the actual first "mini era" where Gaga received Spotify royalities, so I guess that's why they were upping their game then. I think she was pretty lucky that she was able to negotiate that early, I think she had a 7-album contract with Interscope . Technically, A Star Is Born is her 7th release on Interscope (The Fame, TFM, Born This Way, ARTPOP, Cheek to Cheek, Joanne, ASIB), if Interscope HATED her they really could have said "let's talk about that in 2017/2018 again :)" and Gaga would have booked The Superbowl, Coachella and an upcoming smash hit film soundtrack without receiving any major royalities. I think this is also partly a reason why Gaga seldomly shows up in Forbes rankings of "best paid musicians" cuz she was stuck in a contract that was good but turned sh*tty over the years due to changing scape of the music industry. What people forget is that, even though Gaga isn't pulling the numbers she did in 2009, she's still one of the most successful artists Interscope has. The real sister is more "Hair Body Face" (or "Is That alright" I do not know the real title) i think. But I would see good with the full-studio versions.
