Its gotta be big unless tara is over reacting over the whole thing. The VMAs are a well known award show and no matter how big gaga has impacted them she is still only one person. Im thinking maybe appear at the launch of the fragrance somewhere and stream it, maybe do a performance piece and announce the DATE of the new single? i dont think she'd play the new single while the majority of America (im not actually sure about this since i live in Australia ) are watching the VMAs.
