Bush ****ed up and we were running out of time on existing treaties with Russia, which would have meant no regulation of stockpiles, no mutual inspection, no regulation of missile types... the list goes on. We'd be without a regulatory framework for nukes between the two by far biggest nuclear powers for the first time in many decades. Obama sorted that within months with Medvedev, it's an impressive piece of diplomatic work that is one of the foundations of peace between larger powers.
