That's cause the cookies are reset in incognito mode. You can open unlimited incognito windows and click vote. It makes you think it worked. But it doesn't actually register a vote if it's from the same IP address. 

I know cause I wrote a script that automatically opened Incognito windows  to vote for the best songs on GGD to manipulate the results. It ran and opened hundreds of windows in a few hours and voted and they all looked like they worked but the actual number of Million Reasons went up by only like 6 votes

Even thought the top 10 of this MTV list is totall bullshit (except Gaga ofc) it's pretty impressive how we still manage to get on #1 way above of the crazy 1D fans. It makes this fanbase still look strong
