At the moment, they're saying that the attacks didn't even take place, which is obviously not true or there would be no issue. That's kind of the first straw when it comes to whom to blame. If they didn't do it, they'd be blaming the rebels, but instead they're just denying it even exists. They won't let an investigation happen, which would obviously clear things up, so it just lends more credince to the idea that this is just their way of covering things up. I actually don't know specifically what they're telling their civilians on state media. It's probably the same.
