As to the second part of your question, Assad is Putin's puppet, as long as Putin is there and Russian influence sheilds them, they could care less about optics. It makes total sense. The Intel Community has lied about similar things several times over. Significantly in my lifetime too. As you said above, Russia is teetering on the edge. If Putin knows that, why would he and Assad both put their countries and people in peril by doing such a stupid thing? They may be bad, but you can't say they don't care about their countries and wanting to maintain power. Why put yourself in a position where that could all disintegrate? To me, it does not make sense for Assad to do such a thing with the world's eyes set firmly on his every move. He's already pushed most of the "rebels" and ISIS out. What good would come of orchestrating a gas attack against his own people with world powers watching his every move and literally looking for provocation like that? It makes no sense. Syria is in a civil war, Assad doesn't care about killing few people if his message is sent. He just wants power and show he's stronger than the opposite side. Not to mention that he's backed up by Russia so he's not affraid of what the international community could say. Putin probably doesn't know half of the stuff Assad does. Putin and his cronies aren't 100% logical, they do things to test the waters all the time. You're trying to use logic, but they aren't logical. They do things on whim all the time.
