Whether or not the ads are targeted, whoever has the most money to spread their biased view of reality has the power to personally select the elected officials in the republic. The Supreme Court has decided that a single anonymous human, without overt verification of the human's citizenship, has the right to buy an essentially unlimited amount of ad space online, and on television, to influence other humans to vote one way or the other.
