I grew up in Asia and well aware of the differences. What doesn't seem to mentioned in the article is the location of this school and what that actually means. When the head principal says they want to identify as "a school in Ginza" that's a very specific thing to say. Ginza is one of the most famous places in Japan for a couple specific reasons. Ginza is known as the premier shopping district of Japan, with many of the most famous designers, boutique offerings, and high end department stores located in its district. If memory serves me correctly, depending on where this public school is located, unless they extend their range beyond just Ginza, the school going population wouldn't be very big and would like be made up of some of Japan's richest children. As you can see by reading the accounts of most of the people offering opinions, they do not live in Ginza. This may seem like a ridiculous and unusual thing to someone who doesn't understand the place, but even in the US there are exclusive public schools which control their student population by catering to only wealthy addresses. The real world out there isn't about uniforms and being equal in fashion. So interesting and very cool. But even when you are go out with friends or senior colleagues, you still need to decide what's appropriate to wear. Where in that out of the five parents that complained, did you see that they said they couldn't afford them? They specify multiple times that the parents said the uniform is pricey for public school, not that they couldn't afford to pay for them. The board likely took into consideration the usual salary for parents before deciding and frugal parents probably just don't want to pay. If you live in Ginza, you have money. Depending on the school level, there aren't that many private schools in Japan and as population begins to shrink that will likely drop lower. Below high school level there aren't many private schools within Ginza's prefecture. Private schools are a business first and foremost and Ginza's prices for commercial and private property are astronomical even by American standards because of its reputation and history. I agree with the social issues you put forth, but this case is highly specific because of where it's located. 700 dollars isn't all that much for a uniform in my opinion, schools where I live in the US often charge 200-500 dollars for uniforms which then need to be replaced after a couple years.
