I would say ARTPOP was the worse for obvious reasons (her manager leaving just before album release, no dwuw video, r-kelly on a single, only 1 fully promoted singled, leaks etc). 2014-2018 has been very great overall but they need to get better to reach to non fans and people who don't watch awards shows etc. Having the singles on radio, great music videos and having major promotion on spotify and other streaming markets are the most important for single succes nowdays and that's something gaga has lacked the past few years. For example i can't really expect someone who only likes dance-pop songs or rap etc to appreciate a ballad like Million Reasons the way it is.
