First of all, refugees and immigrants from poor countries or with a lower socio-economic background have no other choice but to find shelter parts of cities that have lower rents and prices than other parts of the city and of course that leads to more segragated parts than others. And if you were a refugee or immigrant, wouldn't you rather move to a part of the city, where you can get together with your fellow countrymen rather than strangers? The state and local goverment, NGOs and others should subsidize, redistribute and help shelter-seeking immigrant and refugees to find a place across the city, which will prevent ghettoisation of some parts of the town. It costs money but with such programmes you guarantee the integration of immigrants and refugees into the domestic population. The problem with welfare programmes and refugees/immigrants is utter nonesense. Isn't it normal to provide some kind of help to them when they just arrived to the country? They should get some help at least in the begining to get on their feet in some time. Believe me, the vast majority of refugees and immigrants is willing to find a job, learn the language and school their children. Otherwise the authorities have to jump in.
