Palestinians know Jerusalem is not only their capital. although I'm sure Trump knew there will be "outrage", being outraged over nothing new is ever bigger bs than symbolically keeping the US embassy out of the shared capital. you're basically saying that it's irresponsible because Palestinians are either out of touch with reality or waiting for excuses to start ****.
