I think if the lead is succesful it could be more organized and have more promo. I think she totally gave up Perfect Illusion because it flopped. A large part of the fanbase didn't like it (i loved it tho) So she was very demotivated. 

Or... it was literally not planned to smash or have any promo. Is the lead single of her most personal album so probably she didn't wanna really market it.

Now that we're pretty far separated from PI, I can say this: It's pretty bad, and kinda deserved to flop tbh... We don't need to rehash this, but next lead, we'll know if she's trying or not, and with PI she clearly was not trying/did not care about success.

Or simply, she didn't want PI to be the lead, I'm 100% sure she wanted A-yo to be the lead
