Because both those album had alot more sucessful singles ww while born this way only had btw and teog on a ww scale. and even the streams for those were really bad. and rihanna have had like 10 hits after loud to boost her old albums and anti was a streaming smash while adele had hello, one of the biggest comebacks ever and 3 other hits after 21. 

Meanwhile gaga had applause, an videoless single in dwuw and then nothing until joanne and then only MR and the cure did ok on spotify

The only scary thing is how few singles she releases, If only ARTPOP and joanne had 3-4 fully promoted singles with the streaming numbers of applause/MR, both albums would been at 1billion+ right now. Instead we have only 2 fully promoted singles in 7 years and even those had problems, MR video being rushed/not planed as a single to begin with and applause had not much promo during the release compared to her other leads and apparently that video was also rushed. 

Joanne overall isn't doing that bad at all tbh, every track will pass 20m+ this year, John wayne and a-yo are at 40m already and dic/joanne are at 25m. The album only needed a few more singles.
