It refers to the picture of Gaga with the former presidents, which went viral recently. The author praises Gaga for beeing a intelligent woman, good human-beeing, as far as a popular, talented and outspoken Women, who's not afraid, talking about topics such as bullying since 2011. She also mentions the lack of these characteristics by Melania Trump, who doesn't seem to be as dedicates as a First Lady should be. As a German myself, I really was surprised by this Article. Since ARTPOP Gaga didn't seem to be that big here in Germany - as far as her music goes. I'm happy that she gets recognition for her work as a person.
