Alessia Cara is going to be the Grammys darling this year. She has honestly done everything this past year. Hit solo songs, Disney soundtrack, Rap collaborations. No one else comes close to all the work she has put in this last year.

She won't, she hasn't done anything that's commercially or critically outstanding so far. The only thing she has going is New Rules starting to gain traction in the USA and... that's already beyond the eligibility period.

They should have submitted her for next year, after the song blows up in the USA. She'll stand no chance this year and is ineligible to be nominated for it next year.

It's only a submission. If she doesn't get a nomination can they submit her again next year?
