Sections 103 and 116 - those are Gaga's tickets. Whomever she wants to gift/reward... They are held reserved until a few hours before, and then promoter returns them to the boxoffice. There's also tickets reserved by smaller players like the venue itself, team owners (hockey), sponsors, etc.

The ones behind, the venue/Ticketmaster/Live Nation are squeezing more profits.
