Coincidentally, most of the recipients awards coincide with new album promo. I don't think Gaga has a good relationship with the VMAs these days (The Applause thing, and she was allegedly supposed to perform last year, but decided against it) so it will likely go to Katy, Taylor, or Drake before it ever goes to her.
