Why are Fith Harmony promoted over Little Mix?

I've been saying this for some time but now it's more clear than ever before.

Little Mix are a girlband put together on X Factor UK in 2011. They won the show and released their debut album in 2012. While having next to no US promo, the girls have maintained huge success in their home country. Even though their second album didn't sell as well, they came back hugely with their third album and are still releasing singles from their current album. They have managed to have 4 #1's and 7 top tens in the UK and have had huge arena tours here, all of them sold out. They also have a presence in Ireland and some level of fame in continental Europe and Oceania. They were going to do a small concert hall US tour with their second album but it got cancelled though whether this was because of low ticket sales or their excuse of needing to work on their new album, we have no idea. Simon Cowell is their manager and even though he usually gives top priority to successful acts, he seemed to leave them by the weyside when Fifth Harmony were created on X Factor US in 2012. He gave them all the best US promo and made them tour the whole world. He's also supporting Camila Cabello's solo career and is still promoting the hell out of FH despite their sales and interest levels going right down after Camila left. He even went so far as to so obviously buy them VMA nominations and a performance slot even though their lead single was a total flop that didn't even chart in the Billboard top 40. By contrast, he's barely introduced America properly to LM. I believe the most promo he ever gave them was for Black Magic, where they performed the song with Taylor Swift at her 1989 tour, the Teen Choice Awards, The Late Late Show With James Corden, The Today Show, America's Got Talent, the Billboard Hot 100 Music Festival. The song still only peaked at #67 however. Recently, they were a support act on Ariana Grande's Dangerous Woman tour. But that is the most they've ever been pushed.

So, despite LM being around before Fifth Harmony, having more hits and becoming more huge in the UK than FH are in their own country, this has never seemed like enough reason for Simon Cowell to try to push them in the US. Let's not even touch on how LM have much better vocals and are genuine friends as opposed to FH's shaky live performances and frenemy vibe where they're all just business partners. Matter of opinion, of course, but I also think LM's songs are far superior. So, why do you think Simon's never tried to push LM to be worldwide artists in the same way that he's done for 5H? Granted, he gave them decent promo for Black Magic and maybe he thought that if all this didn't work, then maybe he should just focus on keeping them a UK phenomenon, where they're clearly loved? Or did he just think 5H were more viable as they were from the US? Does he think the world at large would care more about US artists? But as we've seen with 1D, Adele and Ed, that's not true. UK artists are hot right now. All you need is the right promo and hype. Any suggestions?

Maybe they don't want to do it? They would have to work their asses off to get the same level of attention in America and if they're content without it, why should they do it?

Apart from more money and power, they already do what they love so why chase more if they're content?

Also, the Americanisation of local acts has killed many careers. The Sugababes survived multiple line up changes but when they tried to break America, they fell apart. Their sound changed, more pressure was put on them etc. etc.
