But in all seriousness, there probably is some inspiration from Joanne but most of this is just Miley going back to her actual musical roots, which was this style of music

Nope. Too much of a coincidence + she doesn't now where to go. She's like The fame (monster), born this way, ARTPOP and now Joanne fast forwarded

This. She's been working on reconnecting with family and friends she lost during the whole Bangerz/Dead Petz era. If anything she's just getting back to the sound that made her famous and got her noticed in the first place

I think this is a stretch. ALL artists try and claim attention with their first albums, and that's been happening since before Gaga was around. Miley has also always been altruistic, as most artists are. Given Miley's roots, it makes sense for her to be doing an album like this. I like to think that Gaga is still influencing the music industry today, but not everything is about her.
