that instead of going after stupid tourists that raise their hand, German government should go after actual harmful nazis. Stress on harmful cause one's supposed to be free to believe in whatever we want to.

That's not accurate at all... If anything, it's opening up the borders and letting in people whose culture is incompatible with the west that has backfired... Those tourists didn't hurt anyone, radicalised groups do though, and they do so regularly...

It didn't come from Germany's culture so that doesn't relate to the situation with free speech... 
It's also not as simple as you are making it out to sound - the problem stemmed from the acts of violence that would entail, not what was being said...
