Talking about genres, I think Badlands is an alternative pop album, tho there are songs like Roman Holiday which isn't, but I can't call HFK an alternative pop album.

And about the question, I think she is an alternative pop artist. You can be alternative and pop at the same time

Other people and bands less know than her make music that sound like nothing on the radio and they consider themselves pop music it's what they do, pop music isn't only defined by the charts but also sometimes the songs themselves it doesn't have to be extremely popular to be considered pop music and that's what Halsey's  music is short basic pop music. At the most it can be considered Alternative-Pop or even indie-pop but this whole notion of her complaining that people call her music pop music is annoying. It is what it is girl

Her first album was Alternative Pop 

Her second album is Alternative hip-hop I feel , it is quite urban, I don't see any pop infectiousness on the record. 

But yeah she isn't really a pop star, she's just contributing something new to pop culture I feel.
