The bible says that poor thieves, who cannot make restitution for what they have stolen, are to be sold into slavery.

If a man shall steal an ox, or a sheep, and kill it, or sell it; he shall restore five oxen for an ox, and four sheep for a sheep. ... If he have nothing, then he shall be sold for his theft. -- Exodus 22:1-3

The quran says that we should cut off their hands.

As for the thief, both male and female, cut off their hands. It is the reward of their own deeds, an exemplary punishment from Allah. -- Quran 5:38

I don't agree with either of them,of course, even given on the time publiced.

The Bible doesn't say to cut off a thief's hand for stealing something. There is plenty in the OT that is archaic (that Christians don't follow anymore), but it never says to cut off a thief's hand.

That's correct. That's the one verse in the OT that gives a command for cutting off someone's hand. Dueteronomy. 

Oh, and Christians are no longer under the Old Testament.

You can't understand what is happening to these girls, I was raised in an Islamic family (even though they are not extremists) and my sister has been wearing hijab and an old woman just looked at her in the streets and said wow like she was disgusted.

You trying to excuse the man's behavior is what actually normalize these disgusting behaviors.
