I don't think it is Witness's case, just because there seems to be no higher ambition for Katy. She did that "I'm an exhibition" thing and turned it into a joke "Chained to the Rhytmn" has no political statements, and yet she promoted it as if She does "Swish Swish" about haters and uses it to reignite her feud with Taylor Swift, which happened like three years ago? ARTPOP was a mess, but mostly because Gaga never went through anything. Witness is a mess because Katy does everything, in the worst possible way. See, though I kinda agree about the message being unclear, I thought the album as a whole was pretty cohesive in the way that it told a story. It just had many parts!
