No it was definitely Will.I.Am's fault. He became the face of auto-tune and electronic sounding voices. He was the main producer of Britney's (worst) album Britney Jean and you can hear his horrible inspiration on each track. She sounds completely horrible because of him.

He was trying to push forward the futuristic/electronic/auto-tuned pop music and people weren't here for it. He ruined BEP and then nearly ruined Britney, and his own solo album is horrible if you're like me and hate over-produced dance music.
