Gaga considers it her second. If it has two tracks and she said it was her second album, it's her second album. She confirmed it already. It's a standalone work of art.

It was supposed to be a re-release of The Fame that'd be treated as an EP but Gaga had enough material for a full album. She has said that she believes it's a standalone album, that's why it was released along with The Fame AND as a separate work, that's why it has two album covers. Plus it was nominated at the Grammys for ALBUM of the year so that pretty much makes it official.

It kind of bothers me that her wikipedia page listed The Fame Monster as an EP. It's so awkward to look at the bottom and see "Studio albums: The Fame, Born This Way, ARTPOP". It looks like it's missing an important piece.

Albums back in the seventies would be 35 minutes long and no-one would complain. An album lasting 60-80 minutes is an relatively new standard. Joanne is 39 mins and y'all call it an album. TFM is longer than any of the last Bruno Mars albums and people still call those last ones albums with no problem. If TFM lasted maybe 20-25 mins then yes, it would be an EP, but it's not the case.

Not saying you're right or wrong, but Joanne, with 12 tracks, is definitely an album, no matter the length. It's a very short one time-wise but TFM is 8 tracks which is the border line between album and EP.
