Yes, she's been allowed to release music the entire time of the lawsuit, its just that she didn't feel comfortable working with Luke. However Sony didn't renew their contract with luke and his label so its unclear what state she's in right now in terms of being signed. She might be doing an independent release or she might be able to sign with someone else.

oh, i thought this whole time she couldnt release music since she was under his label and she was trying to get out of the contract.

She was trying to get out of her contract because in their original agreement Luke was legally required to produce the majority of the tracks on any album she releases and they all need his go ahead to release, meaning that she could still release music but she would have to work directly with Luke to do so, which she argued in court is no longer doable given her circumstances.

Luke eventually waived this agreement saying that she can release whatever music she wants with whoever she wants and she doesn't need to meet with him at all, she then released that Zedd song and disappeared again.

Kemosabe Records doesn't exist anymore so her contract is now probably fully defunct and she's free to do whatever.
