Oh, there is no doubt that Trump has been fed the alt right talking points of "the civil war was actually about states rights" from Bannon and the rest of the extreme right he has surrounded himself with. The issue here is Trump is not articulate enough/doesn't understand them well enough to actually express the talking points in a coherent fashion...so we get this messy interpretation of the talking points.
