There are a few reasons why she's underperforming so much and these are:

-She waited far too long to drop another album ( PRISM 2013). She had a break from the music industry when artists like Ariana Grande started to shine and attracted the young audience. Back in 2010-13 it was so cool to listen to Katy and no matter what she released was an instant hit everywhere.

-I will say it because it's true - her affiliation and support for Hillary Clinton tainted her image and that's why she's flopping in the USA the most. People hate it when artists meddle into politics. She's not a poet to direct them , mold their opinions or galvanize them into action. There is a plethora of Trump's ardent supporters out there and I highly doubt they would even consider giving her music a chance now. Gaga also endorsed Hillary but was smart enough not to make a desperate supporter out of herself just like Katy did. She knew when to step back and move on.

-Her music always sounds the same. I'm a big fan of hers but ever since Teenage Dream ,she hasn't evolved much as an artist. You could put California Gurls, Roar, Uncondicionally, CTTR on the same album and they would fit perfectly. She isn't as versatile as Gaga or even Rihanna. Rihanna's released 8 albums throughout her prominent career and she has boldly demonstrated  she can sell dance music, ballads, trap music, R&B, dancehall sometimes with hardly any promo. 

-People realize she doesn't have that great of a voice live compared to other artists. I mean she's not the worst singer in the world but the stigma still stays with her. She doesn't seem to even try to enhance  her singing abilities.

-She can be mean and that might seem disrespectful to some- Her sense of humor is sometimes weird and her foul mouth doesn't help either- The Britney head shaving incident immediately springs to mind.

-Katy vs Taylor- We know they had a feud and Taylor actually has always had a really strong fanbase in the USA even bigger than Gaga so it's no surprise Taylor's fans won't be purchasing Katy's new songs and this brings us to the last reason for her underperformance which is

-She hasn't managed to build a strong and dedicated fan base and therefore now she is incapable of topping the ITunes Charts, which is not even considered a tall order now. 

Pop girls seem to have lost their interest amongst youngsters who prefer to listen to trap music/rap/hip-hop. Only Rihanna has maintained an image of a pop diva and god knows she is a streaming force.

If she doesn't evolve and redefine her career goals , she might really go under and fall into oblivion. Her team had better come up with some good ideas to reinvent her style. Too much flops in a row can destroy a career for good. Gaga has learned her lesson, has humbled herself and implemented some unavoidable changes into her career and look where she's now. She's doing pretty good for her standards.  I hope Katy will also chalk it up to experience and she will deliver some goods :D

But the CTTR MV looked like it cost so much they had to sacrifice a life to pay for it. And it didn't help CTTR's performance at all.

a) the song is better without them. B) girl needs to grow her hair, or do all one color. This 90s Eminem/Justin Timberlake thing is just not good. Ugh.
