Canada unveils marijuana legislation

The new legislation provides for ticketing for possession that exceeds the personal limit by small amounts, or up to 14 years in prison for illegal distribution or sale. It also imposes tough new penalties of up to 14 years in prison for giving or selling marijuana to minors.

A new offence with a penalty of up to 14 years in prison will also be created for using a youth to commit a cannabis-related offence.

However, youth who are found in possession of up to five grams of marijuana would not be criminally prosecuted, in order to avoid consequences of criminal prosecution.

The new bill also:

Prohibits marketing to appeal to youth.

Prohibits sales through self-service display or vending machines.

As part of an overhaul of Canada's impaired driving laws, it makes it illegal to drive within two hours of having an illegal level of drugs in the blood, with penalties ranging from a $1,000 fine to life imprisonment, depending on the level of drugs in the blood and whether someone was injured or killed as a result of the impairment.

Does not prevent provinces from allowing sales at the same place as alcohol.

Prohibits tourists from bringing pot past the border, but allows them to use pot while in Canada.

There are no details yet on how marijuana will be priced or taxed; the finance minister is expected to outline that information in future.

Canadian Prime Minister Justin Trudeau's government introduced legislation on Thursday to let adults possess 30 grams of marijuana in public - a measure that would make Canada the largest developed country to end a nationwide prohibition on recreational marijuana.

The proposed law allows four plants to be grown at home. Those under 18 found with small amounts of marijuana would not face criminal charges.

Officials have said Canadians should be able to smoke marijuana legally by July 1, 2018. The federal government set the age at 18, but is allowing each of Canada's provinces to determine if it should be higher.

The law also defines the amount of THC in a driver's blood, as detected by a roadside saliva test, that would be illegal.

The Canadian government closely followed the advice of a marijuana task force headed by former Liberal Health Minister Anne McLellan. That panel's report noted public health experts tend to favour a minimum age of 21 as the brain continues to develop to about 25, but said setting the minimum age too high would preserve the illicit market.

Canadian youth have higher rates of cannabis use than their peers worldwide.

While the government moves to legalise marijuana, retail outlets selling pot for recreational use have already been set up. Trudeau has emphasised current laws should be respected. Police in Toronto, Vancouver and other cities raided stores earlier last month and made arrests.

Legalizing it has the benefit of not charging people with a record, getting tax revenue plus the government can regulate it and it takes money off operators from black market

 

the downside is it will be even easier to get hands on it and it sends the message that its ok to smoke pot when its not a very healthy thing to do

 

Theres pros and cons. Im not strongly in favor or strongly against legalization. I personally will never smoke pot

Studies have shown its not as domageable as alcohol i think, maybe 18 is a bit young though, 21 maybe would be better bc the brain "stops" growing

Unless the Spice epidemic triggers some logic anyway and they decide to decriminalise the herbal variety

Pot increases odds os szisophrenia. And i know many pot smokers who have become mentally unstable

I am not an expert in pot in anyways but is it less healthy than alcohol ? 

Furthermore, I think state should only be concerned with actions of individuals under substance influence that affect others and their property; one should be free to do whatever they want with their body.

Interesting. It was one of Trudeau's promises during his election platform (i.e. some sort of marijuana legalization). I'm neither for nor against this. Will be interesting to see what happens.

Weed is definitely safer than alcohol. Do your own research for sure, but in looking at the facts and stats- it's no contest.
